With incumbent Tom Berryhill running for State Senate, Former Modesto City Councilwoman Janice Keating is considered the front-runner for this open seat. In 2006, Keating came within just 20 votes of defeating then Senator Dick Montieth for an open Supervisor seat, and since has developed even stronger grassroots and fundraising ties to the business and GOP volunteer communities.
